Increasing importance of innovative aspects in public procurement in Germany

Around 3,200 public procurers in Germany shared their views on the importance of strategic objectives – in particular, innovative aspects –, in their practical procurement activities taking part in a survey commissioned by KOINNO. The results show there is a trend of an increasing interest in innovative aspects in public purchasing: in 2016 only 7 percent considered this goal to be key, whereas in 2018 the percentage increased to 10 percent.

In the 2016 survey, 18 percent of the participants indicated they considered innovation to be largely important, a number that increased to 23 percent in 2018. Overall, 61 percent considered it was worthwhile to acquire innovations, a 15 percent more than in 2016.

When it came to the question of strategic objectives in their daily procurement practices, the ranking has not changed since 2016: at least 77 percent said that they consider procurement law compliance as fundamental. Other important objectives include transparency in the procurement processes and non-discrimination.
