National seminar on building innovation procurement capacity held in Portugal

The Portuguese Procure2Innovate partner, the National Innovation Agency (ANI), together with Public Procurement of Innovation (CPI) and the Institute of Public Markets, Real Estate and Construction (IMPIC) hosted a joint workshop on building innovation procurement capacity through transnational cooperation last 16th October in Lisbon (Portugal).

The seminar is the first event in Portugal on the topic of innovation procurement, and Portuguese procurers had the opportunity to learn from two international projects currently promoting greater uptake of innovation procurement: Procure2Innovate and the Interreg-funded iBuy project.

In the morning, case studies of why and how innovation procurement is being used in six other EU countries were presented, and practical issues of how to organise and implement Public Procurement of Innovation (PPI) and Pre-Commercial Procurement (PCP) were discussed. In the afternoon, the existing Competence Centres from the Procure2Innovate Network presented how they are supporting procurers with capacity building in their own countries, and the new Competence Centres, including Portugal, discussed what they have learned from the Procure2Innovate Network and set out their plans for increasing PPI and PCP capacities in their respective countries.
